Kalev Mutondo, former General Administrator of the National Intelligence Agency -ANR- officially resumed his right to travel after the “cessation” of the proceedings against him. Wanted by Justice since June 2021 following “a surge and an avalanche of complaints”, the former head of DR-Congolese intelligence has seen all the proceedings initiated against him be closed “without follow-up” by Justice after “careful investigation” since July 1, 2023 for “duplication”, “lack of interest”, “lack of evidence” and “unestablished facts”.

“It follows that to date, Mr. Kalev Mutondo, our Client, has the right to move freely, to leave the national territory and to return there in accordance with article 30 of the Constitution”, announced his lawyers in a press release published on Saturday August 12. Me Clément Tshitembo and Me Ricky Fingu also expressed the “absence of constituent elements of the offenses freely charged” by Kalev, which, according to them, are “hateful, malicious, defamatory, slanderous, reckless and vexatious , and even whimsical and wacky”.
